Adobe Reader is a "lite" version of Adobe Acrobat.  It is very limited to 
what you can do in it.  It is made available free to allow others to read or 
fill out documents created in Adobe Acrobat.

The full version is capable of "locking" a document in one or more ways... 
no saving, no printing and no editing the original document for example.

No saving could be used to force completion and submission to be completed 
online.

No saving and/or no printing would prevent you from using their document for 
your own uses.

No editing protects their copyright and prevents you from making changes 
that might suit you but put the author at a disadvatage... such as removing 
certain fields from a survey or a job application.

Adobe does not make any money from the locks other than the price paid for 
the software product.
