Christy,
This sounds like either your filter was constructed incorrectly or for some 
reason the message did not delete at the webmail site when you thought it 
did.

Please return to your ISPs webmail site and log in to your email account and 
verify the message is deleted and also deleted from the trash bin.  If it is 
not, delete it again and make a note of the actual steps you do to delete 
it.  This may come in handy when you ask your ISP for help getting rid of 
the message.

If it has not deleted and still tries to download, please post the terms of 
your filter so we can insure it is constructed properly.
