Don,
    My initial thoughts are that this is a leftover folder from one of the 
online updates performed during the install (Windows Update often uses a 
temp folder on a drive other than the OS drive for its installations.  these 
are usually removed before you even get a chance to see them).  I also know 
that the .Net Framework 3.0 was recently released and forum posts from your 
link seem to point to that as the strongest possible source.  From reading 
those forum posts, there is a way to remove it, but I can't help but think 
that it's probably there for a reason (perhaps a backup of what was replaced 
so it can be reversed if it negatively affects your system).
