I would agree that this is a possibility. XP took longer than Microsoft
intended and they were loathe to release their next major upgrade as buggy
as some of the predecessors. There was pressure to release *something*
because revenues were falling and Linux had begun to make noise. So, they
decided to tweak 98 and offer some bug fixes, a little visual enhancement,
and some minor features. They never really intended ME to be anything more
than a stopgap. Therefore they never really devoted a lot of effort into
it. I would also speculate that they were sorta waiting to see how the
justice department thing was going to pan out before they rolled out their
vision of the next generation of Windows.
At the time ME was developed and released, it appears it was never anything
more than a tickler until the details could be worked out to make the full
transition to the NT architecture. Win 9x, including ME, is due to become
a dinosaur - the sooner the better as far as Microsoft is concerned. There
are rumours that the "product life cycle" for ME is going to be shortened
in pieces, but I don't know if they can actually do that.
Microsoft bashers tend to believe that ME was never intended to work well -
that a more stable and functional Windows 98 (which is pretty much what ME
was intended to be) would be a setback financially and technologically.
The reason is that a tweaked 98 wouldn't require much of a hardware upgrade
making sales of its operating system on new PC's suffer as well as sales of
those PC's themselves. Also, .NET is what it's really all about for MS,
and there is reason to believe it would be much more difficult, if not
impossible, with 9x operating systems. Finally, Linux and others would be
able to offer speed, security, and functionality that 9x would not be able
to compete with.
I'd hate to think that MS would purposely release an unfinished or inferior
OS just to get the jump on the competition or to generate new revenue, but
I think that lots of people might argue that it's been tried before. ;)
