Yes, as a matter of fact it does load.  The screen resolution is much lower
(like 800 x 600 or something like that...everything is extremely large!).
But, it does try to load. I'll try to locate some way to turn off the
sidebar when entering safe mode.

I'm really surprised to hear that your sidebar is trying to load in Safe 
Mode.  Maybe that's normal for Vista, but it shouldn't be doing that in my 
opinion.  Safe Mode should only load up what's needed to run the OS and 
exclude just about everything else for troubleshooting purposes.  The 
sidebar certainly isn't needed for the OS to run and is probably what's 
causing the system to freeze in this case.

See if you can locate any info on turning off the Sidebar while in Safe 
mode.
