I have no idea why that happened.  The only reason I knew it had happened was 
when I ran a performance scan at PCPitstop and they found it and wanted it slid 
back to 3%.  It was then I noticed it couldn't be moved.
   
  To be honest with you, I have never used a restore point.  I have created 
restore points before doing things like installing SP3 but have never had a 
reason to use them before.
   
  From now on I will keep and eye on it to see if I can figure out what caused 
that in the first place.

How much you should move it depends on what you're trying to accomplish. I 
hardly ever use the utility, so I have mine set to just over 600MB. I also 
don't rely on it as my only means of recovery if something should go bad. 
My suggestion would be to set it to what you think would be a decent amount 
and then go make a few restore points to see just how many points it can 
hold at that setting. If you're comfy with that number of points, you're 
set. If not, adjust to suit your needs.
