I understood that, but you also said it included the phrase "(disabled by 
Group Policy)".  That tells us that the ability to make changes to the 
settings is being blocked by the Group Policy applet on that system.

If the computer does not belong to you, you'll need to take it up with the 
system admin responsible for the machine.  If it's yours, then I might be 
able to walk you through the steps to remove the restriction.
