In OE, goto TOOLS > ACCOUNTS. Then, under the MAIL directory, you should only 
see one thing listed, since you said you only have one email address in there. 
Don't worry about the other stuff on the other tabs, they're supposed to be 
there.
Select that one mail account you have there, highlight it and select 
PROPERTIES. Click to the ADVANCED tab. At the bottom, where it says DELIVERY, 
that should be unchecked. Make sure that's so (unchecked). Also... on that same 
tab, the port numbers listed above, the outgoing should be 25 and the incoming 
should be 110. While this along wouldn't cause the problem, if the incoming 
port is something other than 110, you may be using a proxy server on your 
system, which could be the problem (some of the older version of Norton 
AntiVirus work this way). So, if that incoming port is anything other than 110, 
then we have a few more things to look at.

You can also try to completely remove that email address from the MAIL tab. 
Once removed, add it again from scratch, and see if that fixes the problem... 
could be some screwed up setting you don't realize you have.
