I'm on dial-up with Earthlink and mine does this at least once a day.
Have no clue as to the problem, but I thought since restarting the
computer works, it must be on my end.

  I've had a quirky mail problem since being on a cable modem over a year ago
  (can't remember if I had it on dial-up).  I've always used Outlook Express.
  When I'm surfing, I leave my mail program open and minimized and set to poll
  for mail every 10 minutes.  I'll be sending and receiving mail just fine,
  then all of a sudden nothing comes or goes and I get an error message on
  every account that doesn't seem to point to any particular problem - just
  says that the connection failed and it can't seem to find the host.  When I
  open my cable company's software and test my connection, it shows that my
  connection is fine and my applications are connecting fine.  When I call my
  cable company, they verify that my connection is fine and say it must be a
  problem with Outlook Express.  Closing Outlook Express entirely and
  re-opening it does not do any good, however, restarting my computer gets my
  mail flowing again.

  Is there some quirky problem with Outlook Express, or can this be a TCP/IP
  problem?  What can it be?
