Yes it is normal for them to be saved as bitmaps however after they are saved 
you can change them using your favorite 
graphics program

Do you mean that any graphic attachment when saved goes to .bmp?
What version of windows?
What version of Outlook? (assume you don't mean Outlook Express?)
