You shouldn't have to open anything with Windows; ignore the file you downloaded. Once Firefox has been set to "allow web sites to install software", all you need to do is visit the link posted earlier and click on "Install Now". The plugin should be automatically installed. When it's finished, the Extensions sub-window will be visible, with your newly-installed extension saying that it will be active upon restarting. Close down all Firefox windows, wait a few seconds, and restart it. That should be it. If you then right-click on a link, or a blank area of any web page, you should now have the option to "Open link target" or "View this page" in IE. If this still doesn't work, something is up with your copy of Firefox.
