I didn't find the instruction anywhere...I just did it
Here's what I did:
Edit>Preferences>Navigator>Tabbed Browsing....uncheck both of the boxes
in the top section, then check one of the choices at the bottom (I chose
Control+click at the bottom so, whenever I use control+click to open a
link or another page, I get tabs at the top)
