Hmmm. When I go into my mouse settings, I have the option to change the scroll speed & amount, but don't see an option anywhere that would just plain turn the wheel scrolling off. I don't have any fancy options set on the mouse - just the normal left click & right click, and use the center wheel for page scrolling. It is odd though that you are experiencing a similar problem with a different setting.
