Its not that important to get to SAFE MODE. But, SAFE MODE is basically your OS 
without any drivers. So, if its fine in SAFE MODE, it could be a driver. But, 
right now, it can be many things. Could be spyware, adware, virus, bad setting 
somewhere, bad video card, etc.

If you try SAFE MODE, its easy to get to. Just restart the computer and keep 
pressing F8 while its booting. Press it at a rate of about twice a second. Yes, 
you'll probably hear the keyboard start beeping cause of your clicks, buts 
that's ok, keep clicking. Eventually, you come to a menu that'll have SAFE MODE 
as an option. Pick it. And, finally, when you get into the OS, it will tell you 
that you're in SAFE MODE, and you click OK. Then go ahead and see what happens.
