While the memory itself might not cause the taskbar from disappearing and
reappearing, depending on your system setup and what's installed the low memory
could cause problems with other apps demanding a lot of memory, which in turn
could always cause all sorts of problems on your system. Not that this is the
problem, but something to be aware of.
Check PERFORMANCE under the WINDOWS TASK MANAGER and see if there's an
excessive amount of RAM being used by any app.
