Open Spybot, click on Mode at the top and make sure it's set to "Advanced".
In the left pane, click on Settings near the bottom and then on the Tools
and then the Resident item in the list that appears on the left. If the
"TeaTimer" box is checked, it's running. I only uncheck TeaTimer.
While you're in this Advanced area, you might want to take a look at
Settings > Settings to make sure it's doing all you want it to do for you.
You're also given an opportunity to turn TeaTimer on or off during any
program update that requires it to be reinstalled.
