If your player does not play the JPG files on the CD, you can opt to either buy 
a more recent cheap $60 unit that'll play them easily (assuming this is 
specifically for your own enjoyment) or you can burn the JPG files to DVD as a 
VCD/SVCD (as you already tried).
NERO does do this, at least version 6 on does. Not sure if anything prior to 6 
would do it.

In NERO, start the NERO StartSmart application (which is that fancy menu), and 
go to the PHOTO AND VIDEO section and select either VCD or SUPER VCD. Once the 
MY SUPER VIDEO CD application opens, press ADD. Then you'll get the explorer 
window to select the files you wish to add. On the bottom, it shows FILE TYPES. 
Click the down arrow and select JPEG or JPG (or whatever picture format you 
prefer to use). Then navigate to the folder containing the photos, select them 
and click ADD. They should now appear on the NERO EXPRESS window. You can mix 
and match images and video (JPG, BMP, MPEG, etc).

On the right-hand side, check off or remove the check mark for ENABLE VCD MENU. 
This option creates a menu for the series of shots and video you've created. 
I've never used this, so I have no idea how it categorizes it. On a side note, 
some DVD players can't play VCD menus. So, you might want to use this option 
sparingly unless its exclusively for you and/or you know for a fact that the 
destination machine can play the menus.

Then click NEXT and BURN. Simple as that.
