Consumers Allege PayPal Not A Pal To Customers
A class action has been filed against PayPal, Inc., by customers alleging
the on-line payment service violated the federal Electronic Fund Transfer
Act and California state law by unlawfully freezing money in subscribers'
accounts and other unlawful practices. The nationwide class consists of all
persons who from October 1, 1999, to the present opened an account with
PayPal or had money transferred from or to an account with another financial
institution in connection with a PayPal transaction. The class is seeking an
injunction preventing further violations as well as compensatory and
punitive damages.
The class also claims that PayPal has failed to compensate customers who
were damaged by financial transactions made in error by PayPal. Consumers
cite a report by the Better Business Bureau stating that PayPal has a
backlog of over 100,000 unanswered complaints, the reason for the Bureau's
revoking of PayPal's seal of approval.
PayPal, an online payment system which provides e-commerce services for some
12 million registered users, processed over $3.5 billion in online payments
in the past year and is a leading payment network for on-line auction
networks such as eBay. The company generates revenue from transaction fees
and from interest it receives from funds it holds for others. Consumers
allege that PayPal is understaffed and places barriers between itself and
customers, resulting in a lack of access and poor customer service. The
class maintains that PayPal fails to provide customers with necessary
information, such as an address and customer service phone numbers, in order
to report problems with financial transactions. In response, customers have
been forced to create web sites that give out PayPal's location and phone
numbers.
Customers will be notified of the terms of the settlement agreement within
60 days of its preliminary approval by the court. Customers can get more
information about the settlement agreement by sending an email to
settlement@xxxxxxxxxx or calling 1-866-648-5874.
