Sounds like a browser hijacker or spyware or some such nefarious junk. Run Spybot and then install SpywareBlaster to keep the junk from happening again. Make sure you do the updates regularly on both. Maybe they are popups from spammers using the messenger service in Windows (not MSN Messenger). This is a service that allows administrators to send netsend messages in the form of popups to any IP address. If this is it, go to your administrative tools > services > and turn off messenger service. You don't need this for anything else and it's just a big spam hole. Read your terms of service (probably at the ISP's 'help' web site); they likely say that the ISP is allowed to accept advertising and to show it to you as it sees fit. The difference is that it is coming from them, not from individual sites you visit... and as such is not subject to blocking!
