There should be several ways to get them back.
* The files in the "Send To" context menu are just normal shortcut
files in the "\Documents and Settings\[user]\SendTo\" folder, so the
missing files should be lurking in your Recycle Bin. If your Recycle
Bin is bypassed, you could use a data recovery tool like Restoration
to scan the drive for them.
* You could ask someone to e-mail you the contents of their SendTo
folder as attachments, and place them in your own SendTo folder.
You'd have to modify some of the shortcuts afterwards, like the one
that point to "My Documents". (Unfortunately, I removed most of the
contents of my own SendTo folder, so I'm afraid I can't tell you what
all the default shortcuts are).
* You could create a new user and copy/paste/modify the shortcuts
from their folder to your own, much like the above suggestion.
* You could try X-Setup's "Enable/Disable SendTo folder" tweak.
[Haven't tested it, myself]
Microsoft's TweakUI might have something to deal with this, too, but
it's been a long time since I used it.
