it could be as Jim said, that someone has picked up the phone or even that
someone is calling in on that line.  when I was on dial-up, I always knew
when someone was trying to phone me, as my internet connection would drop
immediately.  try changing to a different line - maybe from an analog line
at work, a neighbor's house or other family member that would let you use
their line for a bit.

if the problem is persistent, is the laptop still under warranty?  Dell's
standard is 3 years... call them up and see if they can help you trouble
shoot your system, mentioning that bellsouth says the modem is the
underlying issue...  my experience with bellsouth's tech support is really
hit or miss... sometimes I get a real dolt, and sometimes I get someone who
will take the time to actually listen and try to help [this is usually
during the wee hours of the morning!]   you can also try purchasing a PCMCIA
modem card, using that and disabling the integrated one.
