If it's like my HP it will have a splash screen but F1 got me into my BIOS to 
enable the diagnostic screen.

    Yes it is the laptop ze4530us and comes with WIN XPHome.
     Do you know how to get into the BIOS on an HP system?  Once I'm in there, 
  I do know my way around.  
     Nothing on the touchpad is active and even ctrl-alt-del do not lead to a 
  restart/reboot but do bring up an empty dialog box.
