As Mike said, you do not need to boot.
If you still do not see it, check another USB port, to make sure it is not the 
port. Or, plug in something you KNOW is working on another port. Further... are 
you using a USB hub? Or, straight into the back or front of the computer?

Keep in mind, too, that if the USB connections are in the front of your tower, 
depending where you got the computer from, sometimes these system builders do 
not connect the front USB ports (whether they forget or are just lousy 
builders). Are you connecting to the front of the tower or back?

Also... another thing... your motherboard BIOS might have it disabled.
