A repair install is an install over the top of the current OS.
Insert the Windows CD and reboot into Windows setup on the CD. You'll be 
asked what you want to do which is "install Windows".
You'll be offered a Recovery option.......... refuse it!
You'll next be advised that Windows setup may be able to Repair your current 
OS.
That's the one you want........ select Repair.
Have your Windows Key handy and let it run...........
You'll wind up with all fresh files and a reinstall of any that were 
missing.
Takes about 45 minutes as I recall.
When it's finished you'll be reminded to remove the CD and reboot. At that 
point you should have a new OS minus any updates that were previously 
installed.
When the update icon appears in the tray you start reinstalling the updates.
When the security patchs are all reinstalled you should be offered Sp3 which 
is the last one for XP.
You should then be good as new!

One more thing...............
you mentioned awhile ago that you thought there was only one file missing?
With only one file missing Scandisk should have replaced it. Did you run 
Scandisk in an attempt to solve your problem?
Scandisk may fix your missing file if that's the only problem and you could 
avoid the repair install.......... just a thought!
