I have this tiny program (261kb and free) and used it a few times some years 
back.  I can´t remember anything about it, I don´t have much use for PDF 
writers.  But have a look at the website.  It was reccommended to me by my 
tech in the UK.

Fill them out and print them is one thing... To be able to save them
to a file may still require the Adobe product.  Also, the Reader
will allow you to fill out a form and then print it, but you can not
save it.

There are multiple tools available that apparently can do everything
that Adobe can do.... I don't know that I would trust them or if
they cost more or less than the $40 per license at issue here.

Take a look at Open offic,
it has the Adobe icon in its tools..
i think you can us it to fill out the adobe docs.
