Kernel32 errors in MSIMN (Outlook Express) can come from a variety
of sources.

One is the "Happy99" virus which affects versions of OE and IE prior
to 5.5:

Another occurs when certain products of McAfee (antivirus) are being
used with versions of OE and IE prior to 6.0:

Still another occurs when certain message rules (filters) are used
in OE 5.0 under Win98:

Yet another occurs when certain popup blockers from InterCan are
used, because they replace the Windows system file WSOCK32.DLL with
an older version:
