When you delete other stuff, does it go to the recycle bin? Copy a sample file 
to the desktop, delete it, and see if it goes to the desktop. You may have the 
recycle bin deleted?!?!

my recycle bin is a bunch of .dbx files I deleted from my email folders.  There 
is no sign of the cookies I deleted.  What I did was I went to windows explorer 
and found the cookies, selected "all" and hit delete.  They're all gone--I just 
did it again, there weren't so many this time, and they're all gone again, but 
not in the recycle bin.  Wonder where they went? ~Glo
