Nope not that I know of.  It's on Mexico's mainland and north of Cozumel.
It's one of the newer ship ports and when we were down there two years ago I
believe Carnival was the only cruise line going there.   Beach front
property was and probably still is reasonably priced, but in order to buy
you need to setup a Mexican corporation.
