For starters, no its not legal. But, on the other hand, its no worse than 
recording a TV show on your VCR. As long as the programming itself on TV was 
obtained legally, you should be alright.

Now for the more difficult part... can it be done!?!?

First you need to have the computer and TV hooked up together so that the TV 
signal is coming IN the computer, not going OUT. In other words, you either 
need a video card or video converter that has a VIDEO IN jack or ANTENNA IN 
jack, or something to that effect. Basically, you need the output of the TV to 
go to the input of the computer.

Once you have that down, you need a program that will convert tha incoming 
analog signal to a digital signal. For the most part, the video card should do 
that. If not, this is then needed.

And, lastly, you're not recording nothing on a DVD if the DVD drive on the 
computer is only a DVD drive. In other words, you need a drive capable of 
burning a DVD... hence, a DVD-R drive or DVD-RW drive (or any of the other 
formats, ie. DVD+R, etc). 

If you have all the components listed, then yes, you can do what you're asking. 
But, hey, be wary of the lengthy encoding times for the videos. Your other 
option would be getting a device whose sole purpose is to do this for you... 
like a TIVO.

  I had a client ask me an interesting question. Has a DVD drive, and cable 
  TV is hooked up to his computer. What he wants to know is can he use the 
  DVD as a VCR and record a movie as long as it is not a scrambled channel? I
