There are a number of programs out there that will rip a DVD into either a
AVI or MPG file.  Once you have done that you can then use a normal CD
authoring software, to burn the files or file into a Video CD.

You could rip the DVD to your hard drive and then turn it into a VCD or
SVCD.  As the material should not be copyrighted and your friend has said
you can do it, you can not be breaking any laws too.
