When you double click on the time display in the taskbar, does the Dialog 
box open showing a clock and a calendar?  Near the bottom it should tell you 
the current time setting.  Is that what is missing?

There should be three tabs near the top of the dialog box... the middle tab 
should be labeled "Time Zone".  Is that what is is missing?

There is no time zone display in the taskbar clock display... only time, day 
and date.
