Most CD/DVD cleaners are simply a disc with little brushes in various 
location on the read side of the disc.  These brushes simply brush the 
dust/dirt off the laser lens.  Then every time you open and close the door 
the air motion stirs the dust up and it settles right back onto the lens 
again.  The only truly effective way to clean a CD/DVD drive or player is to 
carefully open the case and gently blow out the dust.  Or, if you have a 
long hair brush for your vacuum cleaner you can very carefuly vacuum it out. 
Exercise extreme care around the laser lens.

The method I use to clean CDs and DVDs is to rinse well with tepid water 
from the faucet, then dribble on a few drops of dish detergent and very 
gently float my hand around on the surface just enough to build up a few 
bubbles.  I then rinse it and pat dry with a soft towel or cloth.  Do not 
rub dry.
