-=PCTechTalk=- Missing Microsoft Security Update

I just ran Belarc Advisor to see if I had the latest technology after reading 
Don's post and find I have 2.40 gigahertz Intel Celeron Processor so guess I 
have "old technology".
Belarc  also told me I have a missing Security Update (could that be because my 
Security Center was turned off for a while?)  Anyway it says it is missing 
Microsoft.NET framework 1.1 Service Pack 1 issued Sept 11th 2007.  I went to 
Windows Update web site and checked my history.  I did not see it so let 
Microsoft run a check on what I needed. It came up with only one thing and it 
was the Validation Tool which I have run before and passed.  I have a 
legitimate download of Windows XP Pro.  I kind of resent having to run this 
validation tool again.  Is that a requirement before getting any further 
updates?  The automatic update feature is turned on and I recall this 
validation thing coming before and I declined to download it.
I hope I am making sense here and using the proper wording for what I am trying 
to find out.  When I first ran Belarc it gave me the error message titled 
Advisor and said, "Belarc Advisor: Error updating history log A sharing 
violation occurred while accessing C:\Program 
Files\Belarc\Advisor\System\Security\BelNotify\History.log.
I did some searching and found  on a download website a download for 
Microsoft.NET Framework 1.1 Service Pack 1 but it was dated 2004.  I have 
Service pack 2 and I thought that Service pack 1 was a pre-requisite.
Can anyone advise me on this?  Belarc says this missing Hotfix is important and 
what I read about it, it does seem important and is certainly more than just a 
validation tool.  Why is it not showing up on Windows updates so I can download 
it?
