-=PCTechTalk=- Log On Using Administrator A/c??

This has happened everytime I've gone in msconfig to change some things on 
start up.  Even tho every time it tells me I need to log on using administrator 
account, it actually makes the changes anyway??  Is this administrator account 
something I need to make?  
I apologize for any questions I may be asking that have already been answered, 
but when I had Windows Me I pretty much didn't pay attention to XP 
questions/answers.
