I asked a sales clerk what the difference was between "static contrast
ratio" and "dynamic contrast ratio". He replied they are the exact same
thing. When I tried to get clarification (after all the words static and
dynamic are diametrically opposed to each other) he started walking away and
said "you asked a question, I answered it. I don't need to be educated by
you". I promptly (and loudly) replied "and I don't have to buy anything at
CC either" and immediately went to the manager on duty. He didn't know the
difference either.
A little research got me an answer:

Best I can tell is it doesn't matter which ratio you look at as long as you
compare dynamic to dynamic and static to static. And the higher the number
the better.
