-=PCTechTalk=- CPU Usage...

Hello all,
     Sometimes my computer slows way down, where programs can take up to a 
minute to open.  When this happens, I open Windows Task Manager, click 
performance tab, and the CPU Usage % is flatlined at 100%.
     What is CPU Usage, and what a consistent 100% usage mean.
