To put them into an already-existing folder, do as I said: wait for
the folder to open, then plop it in, in the spot that you want. The
item will go in front of whatever you're hovering over when you
release. If you drag with the right button, it'll give you a Move or
Copy option.

Creating a new folder apparently can't be done directly. Instead,
hover over the parent of the menu that you want the new folder in
(such as All Programs, then right-click and select Open. This will
give you a normal Explorer view, and you can add a folder there in the
usual way (right-click, select New->Folder, or select New on the menu,
then Folder). If you're logged on as an administrator, you also get an
Open All Users option, which will let you manipulate the menu of items
available to everyone, not just the current user.  You can move items
via Explorer views, as well, if you prefer that.
