Your right.
I checked and all the programs wasn't listed. I found the rest of the 
programs under the "All users" folder just above my user name.
I tried dragging a couple of times and found it doing the same as you.
You have to place it on top of the icon just right. When the icon turns
blue then it is ready to drop. But it is easier for me to pick all the icons 
and folders
I want and "cut" them. Then go to the folder I want them in and "paste" them.
This is a simple way to move between the two "program" folders.
