There must be many ways to answer such a rudimentary question. Where
windows is concerned, MS sets its own rules. Most commonly, an upgrade
simply installs updated system files and performs any needed changes to
registry. Usually, the original configuration is preserved (or a
facimile of it).

The argument about what's on the disk varies from version to version. In
many cases, upgrade versions contain only what is needed for an upgrade
of an existing system, and will not install on a clean hard drive.
Conversely, full systems contain the full setup file set for complete
intallation on a blank system and will often refuse to install until the
vital parts of any windows system you have are removed. In such cases,
deleting WIN.COM usually does the trick.
