Try this from Experts Exchange:
Start Spybot in "Advanced Mode" and click "Immunize" icon on left. Make sure
"Lock IE start page setting against user changes" is not checked. If it is
checked, uncheck and close Spybot.

I use SpyBot Search & destroy .  Norton Systemworks Utilities, TuneUP
Utilities and 1-click Maintenance. Nothing is found.  All my problems go
back to when I upgraded XP home to XP Professional.
I use I E -- latest version.  Outlook Express -- latest version.
Scott helped me with the problem of not seeing OE in the program box of
Tools - Options.  Now it appears, but today when I tried to make My Yahoo my
home page, the whole home page thing in Internet Options was grayed out and
I can not change home pages.

I am just about at the point of  burning me  a  data disk and reinstalling
from scratch xp pro.
