It means some of those little memory/logic bits in it got stuck in one
state, instead of changing like they should. Keyboards contain control
chips with functions that remember things, like if you pressed caps lock
etc. Any device like this can freeze or malfunction like those in your
PC can. Turning the power off often restores them to normal.
