Navigate to c:\Program Files\CCleaner and rename CCleaner.exe to
something else.  If you can't get into that folder, rename the folder
to something else first.  Once renamed, double-click on the renamed
file and see if it runs.  After cleaning, restart and try to rename
back, and try to run again, see if you're able to now.

As others have implied, it sounds like you have some malware of some
kind. I agree, it's weird.
