That's the way that it has always worked for me, as far as I know.
This allows you to have a specific item normally muted, without regard
to the status of the Mute All.  Otherwise, undoing the Mute All would
cause that specific item to be unmuted also.

Are you really sure that it was checking all boxes automatically?
Perhaps under a prior version of Windows that I've forgotten about?
