If you've just installed something, either from online or from some
media, the program that you've installed may require a restart before
it can be used. In this case, there may be temporary files that it
needs in order to finish setting up, and clearing the Temp and TIF
folders may deprive it of the needed files.

It seems to be mostly from Temp; I'm not sure about TIF, but better to
be paranoid. :)
