You've tried shutting down and restarting, I suppose?

These are listed in approximate order of complexity; you can do the
restore last, if you have some things that you'd rather not have
undone.

1. Go to Control Panel -> Network Connections, right-click on
the network adapter/modem icon, and select Repair.

2. No work?  Click Start-> Run, type %windir%\system32\Restore\rstrui.exe
and press ENTER, to try a rollback to a restore point to a time before
you starting having trouble.

3. If that doesn't work, right-click on the icon, select Properties,
uninstall everything that's listed, starting at the bottom, restart
the computer, then re-add everything. In most cases, all you need is
Client for Microsoft Networks and Internet Protocol (TCPIP). You might
need File and Printer Sharing for Microsoft Networks.
