Either the card or scanner, of course, could just plain be bad...

If you haven't tried it already, try uninstalling the scanner and scsi
card completely, restarting, and reinstalling the drivers, if they don't
reinstall automatically.

Was Windows upgraded or installed fresh?  Reinstalling fresh is usually
a better idea, if it's not too impractical.

I did a search on Google and got one good hit on those two devices;
check the SCSI card settings, and check that the buffer size is 32768
(32K).  You may not have any settings, so don't look too hard.
