[pchelpers] Re: test message

I understand an advisory is sent by the script when a message goes to 
moderation. In turn, moderation means a human moderator makes a decision 
about whether it will be posted. If it is passed, the message goes out 
to the list. The process practically precludes the idea of an advisory 
that it will go to the list before there has been time to look at it.

Sometimes I write in the case of unsuccessful postings to explain why, 
but that is a personal effort. How could the list cover all that?
