Why? He can't verify who is calling. Anyone can steal a credit card,
then call a business and place an order. If delivery is to the same
location as the billing address, you can be fairly certain it's legit
(although this could be used to ruin someone's credit). If you call
the number provided by the credit card company, and the person on the
other end approves the transaction, you can be pretty sure that it's
legit. Those are the only two ways that I can think of to verify the
identity of a credit card holder.
