I generally agree here, but it tends to be most obvious with cheaper
monitors.  High-end monitors don't do that, even if you're on a
circuit with lots of heavy equipment.  I'd say that either there's
electrical interference or else the monitor's power supply is dying.
With monitor prices the way that they are now, it's probably more cost
effective to just get another one when either the monitor dies, or you
get fed up with the shaking.

You might try plugging the monitor into a different outlet, or, if you
have a UPS, plug the monitor into that; the better UPSes will do line
conditioning, but even a cheap one might help with the problem.
