That was the problem, it wouldn't start in safemode. But I got it fixed.
I restored the reg from Dos. For those who are interested here are the
commands.
Boot to Dos with a boot disk--type
c:\windows\command and hit enter.
Now type scanreg /restore
Now a menu will pop up with all the reg backups.
Just pick one and it will restore the reg back to when it was backed up.

Her last reg backup was back in Nov.
After getting back into windows I ran scandisk and found a lot of files
that had a future creation and modified date. Not sure what that means,
could have something to do with restoring an old backup reg.
But the computer is now running and she is happy.
